I know one note was sent around this, but one of the organisers of these
events asked me if I could send around details again of the Water War
anniversary events in Cochabamba. Events marking the anniversary will take
place just before the Climate Conference, so if you are already travelling
to Cochabamba would be well worth arriving early for. It is an historic
anniversary that inspired many worldwide and ongoing struggles against water
privatisation and will be bringing together many water activists worldwide.

English and Spanish (and in text below) plus encourage everyone to check out

Compañeras y Compañeros:

10 years have passed since the “Water War”. 10 years since we recovered our
VOICE through the “Coalition for the Defence of Water and Life”. 10 years
since we recovered our capacity to DECIDE. 10 years since we left our homes
and communities to defeat an unjust government, army, police force and
transnational corporate conglomerates. 10 years since clubs and rocks were
stronger than bullets and gas. 10 years since we OVERCAME silence,
forgetfulness and disdain. 10 years and still our lives and convictions
remain unchanged. 10 years of organization, struggle and dignity. 10 years
and the people continue creating alternatives for communitarian water
management. 10 years and in the world there are still peoples and
communities without access to water. 10 years of consistently working toward
achieving the right to life.

With this gathering we want to:
• Pay homage to the women, men, young-people, boys, girls, and elders who,
in April of 2000, recovered water as a Common Good, as a Right, as Patrimony
of All who inhabit planet Earth.
• Fully discuss the many water challenges in Bolivia, including: human
consumption, irrigation, management, technologies, scarcity, mining and
contamination.
• Share organizational experiences in management, technology, knowledge and
wisdom around water in its solidarity and communitarian forms, in Bolivia
and the world.
• Strengthen the power of local, regional, national and international water
movements to confront governments that pursue policies of plunder which turn
over our common goods to transnational corporations.

The other great achievement of this mobilization is that we lost our fear.
We went out from our homes and communities to speak with one another, to get
to know one another, to relearn to trust in one another. We occupied the
streets and avenues because we are the true owners. We did it through our
own force. For us, the worker population of the city and countryside, this
is the authentic meaning of democracy: we decide and do, we discuss and we
carry it out. We risked our lives to achieve that which we propose, that
which we consider just. Democracy is the soveriegnty of the people and that
is what we made.

Hermanos y Hermanas, Compañeras y Compañeros: 10 años han pasado desde la
“Guerra del Agua”. 10 años donde recuperamos nuestra VOZ a través de la
Coordinadora de Defensa del Agua y de la Vida. 10 años cuando recuperamos
nuestra capacidad de DECIDIR. 10 años cuando salimos de nuestras casas y
comunidades para derrotar al mal gobierno, al ejército, a la policía, a las
transnacionales. 10 años que los palos y piedras derrotaron a las balas y
los gases. 10 años cuando derrotamos al silencio, al olvido y al desprecio.
10 años que aún nuestras vidas y convicciones no han cambiado, 10 años de
organización, de lucha, de dignidad. 10 años que los pueblos continúan
construyendo alternativas comunitarias de gestión del agua. 10 años y en el
mundo hay todavía pueblos y comunidades que no tienen acceso al agua. 10
años de trabajo permanente para el cumplimiento del derecho a la vida.

Con estas jornadas queremos:
• Rendir nuestro homenaje a las mujeres, hombres, jóvenes, niños, niñas,
ancianos y ancianas que en abril del año 2000 recuperaron al Agua como un
Bien Común, como un derecho, como un patrimonio de todos y todas las que
habitamos el Planeta Tierra.
• Visibilizar la problemática del Agua en Bolivia en todos sus ámbitos:
consumo humano, riego, gestión, tecnologías, escasez, minería,
contaminación.
• Compartir las experiencias organizativas, de gestión, tecnologías, saberes
y conocimientos en torno al Agua de forma solidaria y comunitaria, en el
país y el mundo.
• Fortalecernos a nivel local, regional, nacional e internacional como
movimientos por el Agua, para establecer un cuerpo social frente a los
gobiernos que siguen las políticas de saqueo y entrega de nuestros bienes
comunes a las transnacionales.

El otro gran logro de esta movilización es que perdimos el miedo. Salimos de
nuestras casas y comunidades para hablar entre nosotros, para conocernos,
para aprender nuevamente a confiar unos en otros. Ocupamos las calles y los
caminos porque somos los verdaderos dueños. Lo hicimos en base a nuestra
propia fuerza. Para nosotros, población trabajadora de la ciudad y del
campo, este es el auténtico significado de la democracia: decidimos y
hacemos, discutimos y ejecutamos. Arriesgamos la vida para cumplir lo que
nos proponemos, lo que consideramos justo. Democracia es soberanía del
pueblo y eso es lo que hemos hecho.
